Adds a new button on the right side of the label's filter menu items to explicitly exclude labels.
The new button is reachable with the keyboard by using the vertical arrow keys to reach the label you want to exclude and then the horizontal arrow keys to select the exclusion button.
The new button will only be visible when hovering the menu item or reaching it with the keyboard.
Adjusted the alignment of labels when at least one label is selected so that users can clearly discern which labels are selected or not.

When a user is assigning an issue or PR to another user, an entry is posted in the issue comment list. This PR adds a link to the one assigning the issue. Additionally, tests for preventing XSS vulnerabilities in label rendering were added.

- If you select a portion of the comment, `Quote reply` will not only
quote that portion and not copy paste the whole text as it previously
did. This is achieved by using the `@github/quote-selection` package.
- There's preprocessing to ensure Forgejo-flavored markdown syntax is
preserved.
- e2e test added.

When mentioning a user, the markup post-processor did not handle the
case where the mentioned user did not exist well: it tried to skip to
the next node, which in turn, ended up skipping the rest of the line.
To fix this, lets skip just the mentioned, but non-existing user, and
continue processing the current node from there.
Fixes#3535.

When mentioning a user in a comment, or a similar place, sometimes one
would wish to use a possessive: `As per @user's suggestion` or somesuch.
This patch modifies the `mentionPattern` used to find mentions, to allow
- and then ignore - apostrophes and whatever comes after them.

This PR refactors the rendering of markup links. The old code uses
`strings.Replace` to change some urls while the new code uses more
context to decide which link should be generated.
The added tests should ensure the same output for the old and new
behaviour (besides the bug).
We may need to refactor the rendering a bit more to make it clear how
the different helper methods render the input string. There are lots of
options (resolve links / images / mentions / git hashes / emojis / ...)
but you don't really know what helper uses which options. For example,
we currently support images in the user description which should not be
allowed I think:
