birdgoose 020c7da239 12726: Add a best-effort avatar migration step to gitea_uploader 
- The migration step has a timeout of 3 seconds (arbitrary but probably okay)
- Add an AvatarURL field to modules.migration.repo.Repository
- Ensure this field is asserted when calling assertRepositoryEqual in tests
