The feature/#0 follow-up already had the proxy/runtime fixes in place, but the branch still needed the final regression locks and doc wording that keep the review fixes durable. This commit adds lower-bound household-waste pagination tests and aligns install/security docs with the proxy-only KEDU_INFO_KEY policy so the school lunch feature stays on the hosted-proxy / no-user-key path.
