Add a documentation-first korean-law-search skill and lock the repo docs around the rule that Korean law queries must go through korean-law-mcp rather than a new in-repo package. The change updates install/setup/security guidance, publishes the new feature doc, and adds regression tests so future edits keep the LAW_OC + korean-law-mcp contract intact.
